Documentação produzida no âmbito de um Acordo de cooperação Portugal / EUA, que conduziu à «instituição de um Acordo bilateral envolvendo a Junta Nacional de Investigação Científica e Tecnológica, a National Academy of Science (NAS) e a United States Agency for International Development (USAID)». O Despacho nº 57/81 do Ministério da Cultura e Coordenação Científica, publicado no DR nº 288, 2ª série, de 16/12, formaliza a duração e os termos desse Acordo num programa de atividades tripartido que incluiu a realização de viagens de estudo de especialistas portugueses ao estrangeiro, através da atribuição de Bolsas de Especialização Técnica Avançada (BETA), a vinda a Portugal de especialistas norte-americanos em oceanologia e em gestão de ciência e tecnologia, bem como a realização de workshops temáticos, nas seguintes três «áreas de especialização»: «Conservação de energia», «Oceanografia», «Gestão da Ciência e Tecnologia». Um desses workshops foi dedicado à oceanologia: «Workshop on oceanography and the development of marine sciences in Portugal», tendo decorrido nas instalações do Instituto Nacional de Administração (INA) em Oeiras, entre 21 e 23 de junho de 1982. O segundo realizou-se entre 8 e 10 de julho de 1982 no mesmo local. A documentação acumulada inclui assim informações internas; ofícios de José Mendes Mourão, presidente da JNICT, para o presidente da CPO; propostas de programação dos workshops; programa e propostas de constituição de uma «comissão de seleção» de candidaturas a bolsas BETA; currículos de cientistas nacionais e estrangeiros envolvidos nos intercâmbios; conjuntos de sinopses e sínteses das comunicações apresentadas nos workshops, discurso de abertura proferido por José Barahona Fernandes em representação de José Mendes Mourão, nos workhops; relatórios de viagem produzidos pelos cientistas contemplados com bolsas BETA; lista de participantes e títulos das comunicações apresentadas.A importância do Acordo de Cooperação JNICT/NAS/USAID justificou a nomeação por Francisco Lucas Pires, ao tempo Ministro da Cultura e da Coordenação Científica, de três coordenadores nacionais afetos a cada uma das 3 áreas abrangidas pelo Acordo: Luís Aires de Barros, pela Conservação da energia; José Hipólito da Costa Monteiro, pela Oceanografia/oceanologia e João Caraça, pela Gestão da Ciência e Tecnologia.
